Germany has pledged 120 million euros in aide to Uganda, to be used to fight poverty, control water wastage, and reduce carbon emissions—with one condition. Uganda may not pass any new anti-homosexuality legislation—such as last year's bill, proposed by legislator David Bahati, which would make homosexual punishable by life in prison, and some homosexual acts by capital punishment.

"Ugandan Foreign Minister Sam Kutesa sent a written assurance to Hans-Juergen Beerfeltz, state secretary at the German Aid Ministry, saying that the government in Kampala does not support Bahati's legislation."

Excellent news! It's nice to see aide tied to humanitarian, rather than economic or political, concerns.
